Blur area in Final Cut?

I'm trying to make a background for some text in Final Cut. What I want is to blur out the lower third of the screen so I can place text over that blurred area. However, I want to do this using a second layer. The first (bottom) layer is the video track and then the 2nd (top) layer would be the blur.

Is there a way to do this? I'm pretty sure I can achieve this in one layer of video, but it will be easier for my workflow if I can make this a 2-layer effect.

duplicate the video to track 2, blur the track 2 clip, crop the track 2 clip to the area you want
