For some reason, my bookmarks are no longer syncing to my iPhone. What's strange is that they've completely disappeared - when I go into Safari on the iPhone, it just jumps from History to iCloud tabs (there used to be a "Bookmarks bar" in the middle, which had all my bookmarks synced from my Mac).

I've tried turning syncing of bookmarks/Safari on/off on both the Mac and iPhone. Is there anything else I can try?

Try turning Safari off under iCloud. When it asks "what would you like to do with previously synced iCloud Safari data on your phone" click "Delete from My iPhone". That should wipe everything out. Give it about 10 minutes and turn it back on. This has worked for me in the past.
