I just discovered this issue this morning when I searched for a bookmark that I had created on my phone last night on my ipad. The phone is on the general release 15.3.1 and the ipad is on the latest beta release of 15.4 but I don’t know if that’s relevant. iCloud system status page shows that various iCloud services had problems including Safari bookmarks but all are showing as resolved this morning. Any others seeing this?
 
Syncing of apps via iCloud has been a suckfest the past few months. I find that I often have to completely close an app then reopen it to get it to sync up properly. This is true for Mail, Notes, Reminders, Safari bookmarks, etc. I think it is just another set of bugs related to the garbage known as iOS 15 and iPadOS 15.
 
Safari has definitely deteriorated recently. From frequent sites, to iCloud tabs, to now bookmarks. All fairly recent for me. My guess is that they’re doing things behind the scenes to these functions that affect different accounts at different times. That’s why when one user posts on a forum like this there may not be that many that have that issue at that time but eventually one of them bites a lot of people. Their tinkering may not fix these things till ios 16, at least I’m not expecting any changes till at least then.
 
Toggling Safari off and then on in iCloud settings on my ipad restored bookmark syncing between my devices. Either that or iCloud was fixed behind the scenes for me.
