iPhone 10s Max bookmarks not syncing. iMac and iPad Pro are working good. Have tried all tips I can find on the web. Anyone else having this problem?

There is an issue with proper syncing of Safari in iOS 13. For me two of my devices do not sync the other 2 do. So it can be specific to the device you have. If you were on a beta version you could submit a bug report through Feedback Assistant. I have. Hopefully this will be addressed in the near future.

Same problem here, except that is is my Mac Mini that doesn’t sync bookmarks. i’ve tried everything. History and tabs sync without a problem...it’s just bookmarks that are not working. Everything (iPad, iphone, mac are on the latest non-beta OS release.

All this started with the release of 13.0. I eventually installed the beta of 13.2 on my iPad Pro because it was having so many issues. Did not help the Safari issue. For some it will be History items like me, for others it will be bookmarks, others may notice Frequently Visited sites isn’t working correctly. You can toggle Safari off and on under your iCloud settings. That will force a sync that will temporarily get everything sorted properly but after that the issue will become evident again.

Solved: Contacted Apple Support and did all the recommended fixes to no avail. Passed on to tier 2 support and found that my Apple ID was showing "Challenged". This means that parts of the iCloud platform may be restricted. Support told me that they would clear it up and in 5-8 hours things should be back to normal. YES, all is working fine now.

Must be a hell of a lot of challenged Apple IDs. This is a wide spread common bug.

I'm challenged too. My iOS 13 devices will sync bookmarks with each other, but my older iOS versions on 2 other devices now won't sync bookmarks with anything anymore.
Gotta love iCloud

When I first installed 13 on my 3rd gen 12.9 iPad Pro neither bookmarks nor history items synced to it. One or two updates later bookmarks started syncing properly but history items did not and still don’t in 13.3 beta. Signing out of icloud or toggling Safari off and on under icloud settings will force a sync and get everything on the same page but that won’t continue afterwards.
