So, I have an older iMac (2011 maybe? Aluminum body) with a broken screen and a blank hard-drive.
I can't really afford to replace the screen right now, so would it be possible to boot to an external display (LCD TV) even though there is no OS installed? (Obviously can't install OS without screen)
 
Not unless you still have a recovery partition available on that HDD.

You can use another mac to download OSX and use diskmaker X to create a bootable installation disk on a USB stick just google it there are plenty of guides out there. Or if you still have original disks of OSX you can boot to those and tehn update the OS.

An external screen should make little difference but setting up said external to be your screen may be difficult without your iMac screen working.
