MP 1,1-5,1 Boot rom to 144.000

After many failed attempts, I cannot get my 5,1 to update Boot ROM to 144.0000.000. It is staying at the boot rom of High Sierra 13.6 with the non metal card. The metal graphics card is working fine with Mojave but my system report shows no progress on boot rom update
 
If you are going to start a new thread for this, include your MP specs and configuration, including current firmware version. I assume you have already read the wiki post that was shared with you in your other thread.
 
Mac Pro 5,1 with at RX580 8Gb Sapphire Pulse GPU. Boot ROM is at MP51.0089.800 and trying to update to 144.0000.000
