Bootcamp can't create USB drive for Windows 8?

Is this a Yosemite bug? Trying to create a bootable USB drive in Bootcamp, windows 8.1, and its saying I need windows 7 or later... which I do.

Yosemite may be stable right now, but I wouldn't let it take care of serious partitioning.

I've downloaded two versions of Windows 8.1 but it keeps saying I need Windows 7 or Higher.
