Hello,

Using Bootcamp and W10.

When shutting down the Mac, prior to re-starting for getting into W10,
does it have to be a "full" shutdown, or should the Bootcamp feature work
if I use the "Restart" option (along with holding the "ALT" key on my Dell keyboard) ?

If you selected the startup drive in System Prefs (or in windows bootcamp control panel), you only need to reboot and not shutdown, turn on.

Will blame (all) my ignorance on my age now.

When I am in W10, how do i find the Bootcamp Control Panel you mention, please ?
Or, is it on the Mac side ?

And, what options, etc., should be selected in it ?

If for some reason it is not in you system tray, look under all programs, BootCamp. Here you can set what OS you want you device to boot up too.
