I recently just used bootcamp to partition my hard drive to use Windows 7. I gave it 20gb, but when I open windows 7, it says I have 889 MB free space and 19.1 GB used space.

Why is it that I have such low free disc space?

If I partition it with 25gb, then it says I have 990 MB free space and 23 GB of used space.

Deleting & disabling the hibernation file is a nice suggestion. And to stop Windows 7 eating your disk space, you need to manually set the size of paging file. By default, Windows 7 dynamically assign the paging file for virtual memory. Do not let Windows 7 automatically manage the paging file and set the custom size for it.
