You've built it from the scratch, as you said in your other thread, right?
If so, it could be backplane or CPU board. Do part numbers match? You bought these parts new or used? Do you know someone near with 2009 or 2010 MP to test your CPU tray? Otherwise it could be difficult to diagnose where the problem is IMO.
What diag LEDs did say? Did you try minimum configuration testing?
