This is an odd problem that just started to show up. I have windows xp installed and whenever I try to select to boot from a CD or USB in the boot menu, my mac will boot from the windows partition instead. Can someone help me solve this problem?

Have you tried resetting your PRAM and SMC?

Probably not going to fix it, but worth a shot.

I had this problem until I realized that I had to click "Apply" in the Windows BootCamp Control Panel after selecting the OS X folder to make it stick. I'm not used to having to click "Apply" because with OS X there are no Apply buttons; things just stick after you select them. Hope your problem is as simple as that!
