Does anyone know if there is a way to limit the number if applications that are saved in order to multiple-task?
 
No, you can't. Not all of the apps down there are currently running, it's simply a vague recent items list, though if an app doesn't appear down there it can't be running in the bg. This is one of the reasons I jailbroke, to give myself greater control over this.
