click on any purchased app and they flash the screen and then nothing happens - so do a restore?
Make sure your iPad is signed in to the corret iTunes store account.
it is...damn..hoping that was it...
Ok, then try shutting down the iPad (hold power until power off slider comes up, then slide to power off), and restarting.
Is your iPad jailbroken?
next...tried hard reboot, deleting and re download in the app - deleting any other files on the pad...tried everything I can think of and I own 3 pads...
hard restore coming up...no jailbreak here....pad is 2 weeks old...
Is it only one app? If so, maybe something is wrong with the app?
all bought apps.....every app that comes std with pad works fine - email mac ok, itunes account fine...
Sorry, got called away, but in any case, I'm out of ideas!

left it at work downloading the update - more tomorrow thanks!
update: a full restore did it...bought all the apps again (free) and they work fine...
Incidentally, this happened to me yesterday. I did a backup and noticed two things, the screen didn't shut off as it normally does during syncing and the meter stated I was over capacity or something to that affect even though I knew I had at least 15GBs of free space.
Didn't really think anything of it till 2hrs later when none of my 3rd party apps loaded. All the native apps opened without a problem. Did a restore and so far so good as if nothing happened.
