Just bought a brand new 2019 imac I powered it on, I signed in heard a pop and a sizzle and smelled something burnt and the display turned off. Will not power back on. Directly bought from apple brand new never opened and it died in 15 minutes. My question is, is there anything I can do or is it dead completely. ( I'm not bashing apple things happen) thankfully I have the 3 year warranty.

If you heard a pop and smelled something burnt, it is probably dead. It is covered and sounds like a defective unit. It happens.

I wouldn't be messing with something that sounded like an electrical malfunction that caused something overheat.

It sounds like you're well within your rights to let Apple decide whether it's dead and what to do for you.

Modern microprocessors run on magical smoke. If you let the magic smoke escape from the microprocessor, you need to send the machine back to Apple so that they can put some more smoke into it.

OP --

Do you have a brick-n-mortar Apple Store anywhere close?
If so, take it to them. Genius Bar appt. will be necessary.

They should either exchange it on the spot (for an equivalent model) or perhaps you can order a new one (if you have an SSD inside).

One other thing:
There AREN'T ANY "2019" iMacs.
What you bought is a "2017 iMac" (which remains "the current model" until a new one is introduced later this year).

Yeah the 2019 iMac was only introduced on 3/19/19. You posted on 3/18/19. That's a 2017 iMac.

Power supply popped a capacitor. Had this happen once on a Late 2014, but while still under warranty. In your case, simply return the iMac and exchange for a new one.
