Apps Breaking News notification push alerts

Can you have an apps (like breaking news) push alerts turned off on the iPhone but allow it to push on the Apple Watch?

You can have your iPhone alerts mirror your AW, but you have to enable at least the banner and sound notifications for some apps tho work. I couldn't get Kik updates on my watch until I enabled those settings on my phone. But I don't like getting sound alerts on my phone. Some apps allow for customization, and some don't.
