Have you got an original SIM yet? Its all very well and good asking for advice but we've already told you that you need a SIM from the original carrier to be able to activate the device.
Go to Sprint and get a SIM, then try activating again.
Ok , I will have to see if I can get one. & does the sim have to be active?
If you're using Gevey to unlock you'll always have this issue, as 6.X.X is not supported by Gevey as of yet. You're down to a glorified iPod Touch now.

It's not a question of iOS version, it is a question of the baseband, or Modem Firmware that your phone has. Since it is now on iOS 6.1, you'll likely have the newest baseband, thus making your iPhone unable to be unloacked via Gevey SIM. You'll need to IMEI unlock or wait for the newest Gevey Version, if there is one.
