When in any program or Finder, when I click the little Apple icon :)apple:) in the corner for the Apple menu, it highlights it but it doesn't pop down. Therefore I cannot select Shut Down and have to do it manually.

Anyone know of a solution to this?

Try force quitting the finder.

Try logging out and back in.

No go, then reboot.
 
If rebooting doesn't solve it, go ahead and repair permissions from the Disk Utility (/Applications/Utilities/)
 
ok I relaunched the finder but that did not help.

I couldn't logout because the only way of loging out that I know of is from the :apple: menu witch is broken.

I restarted still nothing, so I repaired the disk in Disk utility and it still just highlights the :apple: menu but wont drop down.

any more suggestions?

Logout = cmd+shift+Q
Shutdown = cmd+option+ctrl+eject
Reboot = cmd+ctrl+eject.
