I searched the forums but wasn't able to find any mention of my problem, so I thought I'd just go ahead and ask about it.

I've noticed since my update to iOS 7 that the iPod controls don't work at all from the lock screen. Even though they appear as usual when I swipe up to access Control Center or when I double-click the home button, tapping on the controls doesn't do anything. Additionally, they only rarely respond when I access Control Center from an app. However, both the controls inside the Music app and the ones in Control Center when accessed from the home screen seem to work quite reliably.

Has anyone else had an issue like this?

Try Reset All Settings? Or setting up the device as new.
 
I had the same problem and when I reset the settings it worked, but now when I have music playing and I swipe to respond to a message the song playing either skips to the next song or the song skips back 30 secs or more.
