instead of jumping into my menus all the time to access the very frequently used ON/OFF switches, is there a way W/O jailbreaking to get the buttons on my menu?

From what I'm aware of the SDK won't allow developers to really touch any of those functions anyways, and second of all they couldn't run in the background so you would have to go to the app every time to turn things on and off.
