it’s dark, I’m in bed browsing my phone. I have the brightness on the lowest it can go. I open up my wallet and flick to something other than an Apple Pay card, like my subway (food) pass or previous boarding passes and the brightness instantly jumps to full and scorched my eyes!

has anyone else noticed this??

I thought that was standard behaviour. The screen is designed to go to full brightness when showing any card or pass that has a barcode which has to be scanned.
Exactly right.
Scanners struggle with reflections onscreen, so the brightness needs to be maxed out. That way the scanners have more chance of reading the barcode or qr code first time.

I had an issue where my brightness flickered from dark to bright as I turned UP the brightness slider. Restart fixed it
