If I turn off Location Service, then go to Maps and tap the target to get my location, it asks for my permission, so I say "Accept". Then the next time I check my settings, Location Services are ON again. Why can't I keep it off and only use it when I need it? Has it always been like this?

It's been like that all along. One of those "not so smart" features.

Of course, if location services had been set to stay off, I'm sure someone would have created a thread asking "Why does the iPhone ask me EVERY TIME for permission to use location services?"
