Every once a while I do the following per Apple store genius' suggestion -
toggle the task view, and delete every single apps in the background. then do a power off and on.

And I just did so and found once I powered up, all the apps deleted in the background came back.

I understand the so called apps in the background doesn't mean they are actually running in the background as they can mean they are in the history... but I thought in IOS8 i was able to rebooted to a clean list...

Not sure if you guys noticed....

I think i'd call it a bug, no?

Remember that the items listed there are also shortcuts to apps that were opened recently and not that they are actually open right now.

wait a few minutes then reboot works. wondering why not instant...
understood it can be a shortcut.. but still we should be able to clear the shortcut.

reason why I do this is from time to time i find there is excessive pwr drain. no idea why and battery usages shows apple apps draining the battery. went to ask geniuses and got the suggestion to remove and reboot....
