Bug or intentional?

So my father has noticed a change in functinality from past iOS versions. When you used to raise or lower the volume using the side buttons it would raise or lower the ringer on the phone as long as you weren’t playing any type of audio on it at the time. Now it defaults to raising the volume of the audio even if nothing is playing. Is anybody else experiencing this? Is this a bug, or is this intentional?

Check Settings > Sounds & Haptics > Change with Buttons

Didn’t know that setting was there. Thanks! Guess it switched it with the update.

Looks like this is a different default from iOS 10.x
