I am considering building a router using the Ubiquiti open platform card.

If you pumped 10wats of power into the antenna and bought/make a receiver you could in theory create a rely long range wifi router. I have a serious wifi problem my router is my basement and I get no reception. Any input would be helpful.

The FCC makes all of their enforcement actions public. You should see what the fines are for something like that. We're talking five digit figures here.

If you need more coverage the cheap, easy and legal way to do it would be to buy more wireless routers and extend your area that way. Apple makes this pretty easy. I have two AP routers in my house

Have you looked into the price you'd have to pay for a 10W microwave amp, cables and antenna. Cheaper the buy an "econo pack" of AP routers.
 
if i had a hem license which i can easily get then I could legally crank it up to 1000wats.
