Burning Windows-readable DVD or CD

Can OS X's "Burn Folder" (not the "Burn" freeware on SourceForge) burn Windows-readable DVD or CD?

Or at the very least bundled "Disk Utility" burn Windows-readable DVD or CD?

I cannot find documentation in OS X's help nor online.

I have burned CD's and DVD's and read them on both my Win machine and Mac. I did not do anything special.
