Hi, I have a mid-2012 Macbook Pro. I used the same charger that came out of the box up until a few weeks ago, when the cable started to fray and my prongs looked like they were melting, even if the charger still worked.
I got a new 60W MagSafe Power Adapter and everything (through Apple, so it's legit) to replace that one, and the new prongs have developed dark burnt marks on the edges throughout several charging sessions. There is no noticeable damage in any part of the charger besides that part that connects to the outlet, and it charges the computer fine. It doesn't even feel that hot while it's charging, but after taking the charger out, new marks can be seen.
Pretty much every outlet in my house that I've tried still causes the slight burning to happen, but nothing else that's used with the same outlets is affected.
I imagine there's an outlet issue of some sort, but any suggestions?

I think that's normal. Mine has some marks that are similar...though it is an 85 watt adapter. As long as the brick itself isn't melting and the MacBook isn't getting super hot while charging, it should be fine. But, you can always take it to an Apple Store so they can take a look for free just to make sure it's ok.
 
It could be that when you plug it in, it arcs. If it does, you will hear a pop noise and you can see a flash of light too. If it's arcing, then it's your power outlet that needs to be looked at. Or there is a high voltage passing through to the charger.
