There are no good answers. I have been posting on this board, the ATT forum, contacting customer support, and the Apple board and no one has answer. If you pre-order from the ATT Store online and then go to retail it should be possible but no one will confirm it and the customer service reps are unaware of what I am even asking them. If you get someone who knows what they are doing at the ATT Store then maybe you will be in luck, but do not count on it.

I have had to endure all sorts of ridiculousness from internet trolls over this question in the past week. I have dealt with anything from constant comments that Apple has nothing to do with upgrade subsidization costs...all the way to being called a terrorist on the Apple community forums. I wish I could help you but I have asked this question every which way all over the internet, in store, and on the phone and these are the best answers you will find. In the end, there is no way to get a 5s hassle free for weeks or even months.
 
I ordered a 5S online through apple.com, and it hasn't shipped yet. I am able to cancel the order, which I want to as I now want the 5C. If I cancel my order on apple.com, will AT&T know, and reset my upgrade eligibility?

Yes. I canceled my apple.com order this morning and my upgrade eligibility was reset within 5 minutes, tops. YMMV, of course.
