Is the warranty still going to be a year after activation since it's still "brand new?"
 
I don't see why not? You might need it to replace the battery after all this time.
 
It depends on how it's being sold - if you're buying it 'new' secondhand then no, the warranty would have started after it was sold.

Call Apple and have them activate the warranty for you. They will ask for a receipt that shows the serial number of your device on it.

Warranty starts when activated no need to call Apple. Check the warranty online with serial number at Apple if you're concerned.
I recently purchased brand new sealed M2 iPad Pro from a third party reseller. Warranty did not automatically kick in when activated. I had to call Apple and provide proof of purchase.

I purchase a sealed M1 iPad Pro, so much older, last year and warranty kicked in as soon as I activated it and asked me if I wanted Apple Care +
