Apple's system won't let them replace a device if iCloud is enabled, so they make you log into your iCloud account on one of their laptops to remove the device. If the device is locked and it's not on your account, they won't replace it.So long as it doesn't have any third party parts or,modifications apple should service it for their out of warranty price. With a cracked screen and inability to turn on I would expect the full out if warranty replacement cost.
I'm unsure how Apple handles iCloud checks pm devices that don't turn in, but that is indeed a concern to consider.

Good to know. I figured there was a way for Apple to check otherwise I can steel a phone, break it, and grab a new one for $300.
