Oh whoops, my bad. Generally, yes, but it's a case by case scenario. I've had different situations where my friend's 3G iPhone has beaten my iPhone on Wifi, and vice versa.
It's interesting you say that, because at my home with FIOS my iphone appears slower via wifi than at work over 3G, internet wise. I was surprised!!!!
Would people consider buying a used 3G? My local craigslist shows much lower prices e.g. 250 for a 16G version, 170 for a 8G version. When buying used, what are the things to be careful about?
Buying and canceling is too much hassle. I walked into the apple store, paid the $699 and walked out. On the way home I swapped my SIM card from my old G1 iPhone to the 3GS. Everything works fine....that article is confusing and a waste of your time. it's outdated (written in 2008), it's pointless, and a complete hassle.

There is the $35 activation fee, the $30 iPhone data plan, the 2 Year Contract, and the Early Termination Fee.

OTHERWISE YOU MUST RETURN THE IPHONE. You cannot just immediately cancel the contract and keep the iPhone.
