If I buy an iPhone outright, would it be the same price if I have it locked on a specific network vs unlocked from Apple? I believe a new iPhone costs $649 from Apple, but is it cheaper if you go through the carrier (but without being under contract)?

Should be the same. You can verify by just checking the price on the carriers website.
Yes, an out of contract or full priced iPhone is the same price no matter where you buy it.
At an AT&T store, best buy, Apple store etc...
