MP 1,1-5,1 Buying Mac Pro 2012 help

Looking to buy Mac Pro 2012 to learn coding and play few games and looking to upgrade my budget is 1700 I have some questions

1 how do I know if I am buying 2012 Mac Pro and not 2009 4.1 that was upgraded flashed to 5.1
2 is there big difference between 2009 to 2012 macs
3 if I get 2012 Mac Pro with single cpu can I upgrade to dual cores
4 what is the highest cpu on dual cores I can get
