Hello, im from India and would be in New York and Portland in next week.
Im looking to buy the new MacBook Pro 2799$ model.

New York Apple Store said, 10% extra taxes.

Is Portland 0% taxes ?

Is any good Apple Stores in Portland ?
 
Ok NYC store said 2799 + 10% tax.
Portland store said 2799 flat, come and pickup!
So, I guess I should better off drive to the Pioneer Place from the airport and get it.

Surely a 300$ savings.

As penny_whistle says, there is a public transit light-rail train (called "MAX") that goes directly from the airport to downtown Portland - passing right in front of the Apple Store (the stop is across the street from the Apple Store for the direction heading toward the airport.)
 
Throw the box away and bring it with you in carrying on bag. Slap some stickers on it and you got your self a used laptop.

Yes, there's an Apple Store right in downtown, Portland. Get it there. Don't pay the tax N.Y.C.
 
Definitely bought my 2011 in Portland b/c of the lack of sales tax - is worth it, especially if you're already gonna be there... as far as declaring it, I wouldn't know why you'd even need to say anything about it if you have it in your carry on like any other laptop would be. Whether you keep the box or not I suppose is up to you
