Is it normal to have a minor screen scratch (about 1mm) in a refurbished Ipad?

I realize refurbished is not “new” but was just curious?

although it would not be usual for there to be any visual defects (generally refurbished products are very very difficult to tell from totally new products (if the refurbished product is bought directly from apple), it is a possibility, and, certainly there is no apple internal rule preventing it.
 
Buying refurbs from Apple is like buying cosmetically new products. There should be absolutely zero flaws on the outside of the product and the internals will be more thoroughly checked than a new product, due to the fact that it's a returned/rejected product in the first place and needs to be fully scrutinized.

talked to Apple, they agreed but didn't have a refurbished ipad to replace it with...they offered me a full refund or refunded me $80 to keep it.

for a scratch that is only a 1/8 of an inch in width, i took the partial refund ($80), i thought that was fair.

You got screwed. Apple profited twice off of one device by selling you an iPad with a scratch on it (probably profited even more money by not replacing the screen) which they already profited by selling new full price.

$80 is one night of wings and a few drinks, which now is the equivalent of a scratch you’ll have to stare at for years.

For 80 bucks you can have a very funny night you never forget 😁 And if there is already a scratch he doesn’t worry about the next one so much.
IMO it was fair.
