Buying used iphone. Got IMEI number, now what?

I checked it was of the carrier i need with http://iphoneimei.info/ , but how do i check it against the national stolen cellphone database?

You probably need to contact the carrier and have them check the status of the IMEI number.

Call the database up. Normally, a blacklisted phone will not work.

The database is only for LTE phones, so the 4S is excluded :/
