    Did she purchase the goat legally? Does she live on a farm? Are such activities regulated? I see nothing wrong with a woman wanting fresh goat meat... aside from the fact that it's too chewy and stringy. ;)

    Every state has animal cruelty laws that can cover active and passive acts. The (federal) Animal Welfare Act only regulates treatment of animals used in US Department of Agriculture licensed facilities.
