The reason this concerns me is I run Windows 7 via Bootcamp, however I never downloaded anything. This just suddenly started popping up on Mavericks when I look at my local network list.

Is this something to worry about? Or just some fool who picked the stupidest name for a network in my area?

It's just some clown's choice for a network name. It poses no threat whatsoever.
 
nope, nothing to worry about. It's just their way of saying "don't try to figure out my password or else".
 
Best one I've seen was "Covert DEA Unit3" 😀

At one time, I lived in an apartment complex where I saw the following WiFi networks in my list:

FBI Surveillance Van 2
APD Crime Scene Investigation
ATF Terrorist Taskforce
West Wing
JihadNet
Skynet
