It was a mistake by Walmart. You are to pay taxes on the full MSRP. I have forwarded your serial numbers to the Manager of the store you purchased the phones at. He will be in contact with you to collect the unpaid taxes. Thank you for pointing out the mistake. Good honest citizens are what make this country what it is today.

The OP just got a call from the IRS saying they noted his name and will take out the rest of the taxes from this years tax return:D
 
If WalMart is dropping the ball and not collecting the correct tax, they'll have to deal with that, probably in a huge fine.
I can assure you Walmart watches every penny and is an exemplary performer when it comes to cost control. If they are not charging the customer, they are simply paying it themselves and dealing with it internally. They've got some very clever bean counters... just like Apple. :)
 
I can verify that radio shack does the same.
I got charged tax on the $199 subsidized price only not the full $649 amount.
Saved me about $32 in taxes compared to what I would pay at Apple or AT&T.
