When I go to make a call on my 4S it says that international and long distance calls are not part of your plan, but it is not a long distance call. I looked into it and found out that I may be picking up a signal from the border( I live in Erie, PA... Close to Canada) WHAT SHOULD I DO?

I think AT&T is the company you should call and discuss about your problem. Clearly it is not relate to phone issue, just a signal coverage issue where AT&T can help you with that.
