I'm using an iphone 4, and I've noticed on some incoming calls I have the option to decline the call and send straight to voicemail, and perhaps send a text message too, while other calls do not offer me any choice at all, but keep ringing until I answer or silence with the volume buttons (thought it still keeps ringing until it finally goes to voicemail.)

Why the difference? I don't know exactly which calls do this, but I have noticed so far that I was not offered a choice when a contact called, and when a 'no caller ID' call came in.

Obviously I'd like the option to decline ALL calls, not just some of them.

Usually it depends on if the phone is locked or unlocked. When unlocked you get the reject option and answer option, when it's locked you just get the answer slider. If you want to reject a call you can press the sleep/lock button (on top) twice--once to silence the call (similar to the volume buttons) and second time to actually reject it.
