I understand that call filtering is just meant to determine where in the phone app your calls show up, but it still says under ‘unknown callers’ that it silences them. How does that interact with ‘ask reason for calling’?

I just updated to the beta and am struggling to understand the difference. I've been getting like 5-10 random calls a day for several months now. On the beta I am seeing:
  1. Sometimes my phone vibrates a single time then it seems like the call is screened
  2. Sometimes the calls don't vibrate and seem to just be ignored/filtered (no screening)
  3. One time the call fully vibrated my phone even though I didn't know the number
Trying to make sense of what to expect in each scenario.
 
Did anyone ever try this out?

What happens if you set filtering to filter unknown callers, but leave the screening setting to none or screen?

Of note, this setting is also also in the FaceTime app settings and now on iPads and Macs as well as they have the Phone app.
