Go to a hardware store and find those rolls of plastic matts they sell. Roll out the length you need, cut it and put it down. It's waterproof, weather proof, cheap, and temporary.

Well that's great, but what "rolls of plastic mats" are you talking about? I've never seen or heard of this.

Just about every hardware store here has them (Ace, Home Depot, Lowes). Look for rug protectors (those plastic runners people would put on their rugs to keep them from getting worn or dirty.
 
So we decided to go with some 36" x 60" rubber backed "entrance style" rugs. Not the ideal solution, but it doesn't look too tacky and I think we have adequate coverage.

well then considering the ends of your deck are capped that's probably the best solution I guess(but it is slightly ghetto LOL), those rugs are absorbent enough to handle drink spills it should do enough not to bug the neighbors, i would suggest getting some non slip pads underneath them to prevent them from lumping up though.

The nice thing about that is that they're easy to take up for cleaning, or allowing the deck to "breathe" when you're not out there. I guess you had the best perspective (rotated photo or not) since you can actually look it over.

Sometimes the obvious solution is the best solution.

I think the reason the photo got rotated is that many cameras and iPhoto don't actually keep the photo in the portrait orientation, there's just a "marker" within the photo that tells the viewing software like iPhoto to rotate it to portrait mode when viewed. Apparently the software here on the forums doesn't recognize that "marker" and keeps it in landscape mode.

Looks pretty nice to me. Now you just have to buy some carpet cleaners if your dog do decides to go wee wee all over it.
 
I was going to suggest this place (which is also roughly close to you) but it appears you have a solution. If those leak at all maybe try the link below, "rubber bark" mats. You can buy it buy the roll, its not too pricey, plus its comfortable to walk on barefoot if need be, and you can just rinse it off if the dog has an accident.

1) what exactly are you spilling on a regular basis? When you think about it, you really shouldn't be spilling too often, regardless of "guests". If I have water in a cup, its bad if I am spilling the water to such a degree than it goes through the board.

I would spend more effort figuring out ways of stopping liquid spill.
 
Do your neighbors above you have anything installed to prevent dropping things upon your head? Probably not, or you'd already have the answer to your woes. I'd either throw down some rubber matting or just try my best not to spill anything.

I'd have to guess if you were rather spill prone, you'd probably spill something a couple of times every few months, how many times of those would be outside (Probably a low percentage.)? Furthermore, how many times would those be outside with your neighbor also outside (based upon the percentage of time your neighbor and yourself spend outside vs inside simultaneously? Also probably pretty low.)? Statistically, the odds of this happening make it a negligible issue, I would believe.
