Calls breaking through Sleep Focus

I have an iPhone 14 Pro, updated to 16.4.1. In sleep mode, with no exceptions allowed including repeat calls, I am having calls breaking through overnight. Interestingly, my Apple Watch is set up to mirror my phone, and my watch is not tapping me. This may just be an iOS bug because it is a newer issue, but anyone else have a way to stop this problem?

I had it happen with a MS Teams call-- was in sleep mode and Teams rang my phone

I’ve had this with WhatsApp calls , even with notifications disabled for WhatsApp, bloody nuisance.
