So, AFAIK it is a common issue. Anyone has tried to contact Apple for this problem? In my opinion, it shouldn't be there.

At least for Apple, it shouldn't be there.
 
Depends on the angle. Just tested it with my note 9 and 11 Pro, both show a teal/green circle that disappears if you change the angle.

No? Like I said it depends on the angle and the Note 9 in this case blew out the lights so it doesn’t look as clear because it’s so bright.
I can change the angle on both so that the teal circle doesn’t appear.
 
That’s called lens flare... the optics on theses iPhone cameras are not multi coated with anti-reflective coatings, so you will definitely get lens flare or more commonly called ghosting, which is light reflecting off the surface of the lenses. Get the app retouch and clone it out from your best photos. It works very well.
 
Lens flare is very common and to be expected. It's caused by internal reflections. High end lenses will do a better job with multiple coatings. It's all very normal with a cell phone.
 
First time using the 11pro Just noticed it on a concert video Sunday Night
round dots along the bottom of the frame that mimiced stage lighting

Stage lighting has not changed in intensity or position. After reviewing two videos made months ago with an Xs it didn’t have the same issues.
