I’d consider a scratched lens a functional defect, and I’d wipe and replace the phone if you can.

I wouldn’t raise the possibility of a lens replacement when talking with them. New phone should be new.

FWIW, that’s probably not going to have a huge impact on the performance or reliability of the camera, so I wouldn’t get too stressed about it if you can’t get them to listen to reason, but that’s a functional surface and the camera quality is a key feature of the phone so I’d have it addressed if I could.

Contact Apple support online (telephone/chat) and describe the issue to them. They will create an appointment for you. A service centre will be more likely to side with your version of events if the appointment is directed by Apple themselves, rather than you walking in on your own.
I just contacted apple support through chat and described the issue to them and they told me to take the phone to the service centre near me for inspection and only after the inspection they will let me know what could be done.

I've noticed that if I install a screen protector on my phone, any scratches that were visible before, are not after the installation of a screen protector. I would try installing one of the lens protectors you can buy for the camera lens and see if that eliminates the visibility of the scratch.

You'd be surprised at how badly a lens can be damaged and still produce excellent images.
 
A new iPhone can be returned for full refund within 14 days of purchase for any reason at all. Apple won’t even ask why.
While 14 days is correct. But you also have to remember that right now Apple has the extended holiday return period in place so technically till 1/8/2022.

OP, depending on where you live. At least in the US has the extended return policy in place, If you purchased your phone with carrier financing, those do not qualify for the extended return. Only devices purchased in full.

Either way, a scratch is a scratch, regardless if it doesn’t affect photo or not, I will always return it no matter what. I have 0 tolerance on scratches.

Edit: I guess OP is from India so not sure how that works.

Considering you are in India nothing can be done, Apple service in India is pathetic.(Apple doesn’t have officially stores in India)

Sell it at your loss and buy another one.
 
Is it possible to change the lens for a fee.

Is it something you can really see in photos when taking a picture? It's so small on the other photo you posted I still can't see it. If the phone is otherwise perfect, you should consider if you just want to accept it and move on. There's always a risk that a replacement will have other problems.
 
Do you have a microscopic camera to take a pic? I can't see it. Maybe I am just getting old.

is it possible to get the lens cleaned. I checkEd with the retailer and he says replacement is only within 4 days of purchase and only if there is a manufacturing defect.

If it's not causing any artifacts and you can't return it, just live with it. It's safer than trying to "fix" the scratch. You'd be amazed at how much punishment a lens can take before you're able to see anything wrong in image quality. Small scratches usually don't have any effect and even when they do it's usually in the form of a slightly bright spot that's visible only when light hits it a certain way.
