Can 3rd party apps unlock locked program options?

Recently I have noticed some preferences in Mac os x 10.4.11 unlocking after startup they should of been locked. I lock the preferences and go on about my business usually they don’t unlock again till my next startup on rare occasions they will be unlocked again before I shutdown or log out. The system preferences usually targeted are little snitch, and sharing preferences. Are 3rd party apps to blame? Or do I have a bigger problem on my hands! Here are all my 3rd party apps I have installed

candybar
deeper
smc fan controller
little snitch
main menu
x-slimmer
Shapeshifter
Growl
Clear dock
limewire
pixelmator
