Can a iPhone 3G running 3.1.3 be unlocked?
No, not at this time (unless you have the 5.08 bootloader, which was only on the earliest 3G's).
how do i know if i have the 5.08 bootloader?
i bought my 3gs the week it came out, if that makes a difference...

Head over to cydia, Get FuzzyBand and check
Of course if it is 5.0x and not 5.08 you wont be able to downgrade.

the 05.08 bootloader, as aggie said in the SECOND post, was on the earliest 3G's, NOT 3Gs'.
Edit: I just realised the question was asking if it can be unlocked, not jailbroken ... reply regarding RedSn0w 0.9.4 removed.

Lots of misinformation in this thread .. my late 3G 8Gb was unlocked under 3.1.3.
What was your Bootloader version?
If an iphone 3G or 3GS has been updated to official 3.1.3 it CANNOT be software unlocked period.
if you have one of the earlier version of the 3G with an older bootloader, you can downgrade the baseband and unlock it
Yes, but thats a very rare case.
unless you are from the UK and can get it officially unlocked like meeeeeeeeee
Since every other post in this thread is "how ?", here is the answer.
3.1.3 installs baseband 5.12.xx which cannot be unlocked (at this time) except if you have an early 3G, jailbreak your 3G, get Fuzzyband from Cydia and try it. It will either let you downgrade the baseband or not.
If it's a not, then there is no other way to unlock.
