Can a New Phone work with Old iTunes?

Why can't older versions of iTunes be compatible with newer phones/OS's? I have an iPhone 8 on iOS 11, but really dislike iTunes 12.7. However, I'm stuck using that version if I want to sync my library to it naturally.

Is there a way to make my iPhone 8 work with older versions of iTunes?

It should install over 12.7. However, it feels like a temporary thing, and there is no guarantee that it won't go away eventually.
