Can a replacement iPhone be set up as a new device on iTunes?

The phone is an iPhone 5 which is a warranty replacement unit with the old phones sim card. I want to pass it on to a family member when I get a new iPhone 6 next week. I'd like the person to be able to set the old iPhone up as they like, and sync the new iPhone 6 to my old iPhone 5's library/apps/etc.

Is this possible?

Am I overthinking this? Is that why there's no response?

Do I just set it up like a new device and synch my old phones file to my new one next week? The sim card has no bearing on the situation?

Take the old sim out, put in their new sim. Let them set up as their own new device.
