Can a wireless (phone) card make calls?

Hi,
I was thinking of picking up a wireless (cell-phone network type) card for my Apple laptop, but can I make outgoing/recieve calls as I would on a traditional cell phone?

Not sure. Don't own one. You could probably use VoIP to make phone calls.
